Who Qualifies for Veterans Benefits?

The positive aspect is that numerous veterans from the U.S. armed forces — including those who served in the Army, Marine Corps, Navy, Air Force, Space Force, or Coast Guard — can access in-home supportive care benefits provided by the Veterans Administration (VA).

If your family member has served in the U.S. military, they might qualify for financial support to assist with home care expenses.

Veterans may be eligible for personal home care services or health benefits through the VA, provided they fulfill specific criteria. This is particularly relevant for those seeking home care for veterans in Maryland.

What VA Home Care Benefits Are Available?

These are key VA programs that may help veterans access or offset in-home support:

Homemaker / Home Health Aide (H/HHA) Services

This program provides personal care assistance*—help with daily living tasks like bathing, dressing, grooming, and mobility—for veterans who need it, in their own homes.

These services are delivered by qualified caregivers under supervision and are often delivered via the VA’s *Community Care / Community Care Network when local VA facilities can’t provide them directly.

Aid & Attendance / Housebound Benefits

Veterans (or surviving spouses) receiving a VA pension may qualify for Aid & Attendance or Housebound allowances if they require help with daily tasks or are restricted to their home due to disability.

Aid & Attendance provides additional monthly tax-free assistance to cover care costs at home, in assisted living, or in a nursing facility.

Community Care / Community Care Network

If a veteran is enrolled in VA health care and qualifies for community care, the VA can contract with local home care agencies (like Agatha Home Health) for services when VA cannot provide needed care directly. (Veterans Affairs)

How to Apply

Here’s a step-by-step guide:

1.) Enroll in VA Health Care

Apply online: VA Health Care Application

By phone: 1-877-222-8387

Or visit a local VA Medical Center or clinic.

2.) Request Home Care / Homemaker Services

Speak with a VA social worker or care coordinator

The VA will assess your needs and determine if you qualify for Homemaker/Home Health Aide services.

If VA cannot deliver the services directly, they will make a referral to a community provider (i.e. Agatha) under the Community Care Network

3.) Apply for Aid & Attendance / Housebound (if eligible)
  • Complete and submit VA Form 21P-8416 (Claim for Aid & Attendance) or 21P-8417 (for Housebound)
  • Submit required documentation: veteran’s military records, medical/dependency evidence, financial statements.
  • The VA will review and decide on approval.
